The water compact between the State of Montana and the Confederated Salish and Kootenai Tribes (CSKT) will result in operational changes at the Flathead Indian Irrigation Project (FIIP), which will impact off-season stock water availability. With these changes in mind, the Compact Implementation Technical Team (CITT) developed a new funding program for producers who rely on FIIP for the deliveries of stock water outside of the irrigation season. The grant program provides up to $4 million in awards.

Eligibility and Funding Info

Applicants must meet the following criteria: 

  1. Be a Landowner or Lessee: 
    • Landowner with FIIP assessed acres OR 
    • Lessee of land with FIIP assessed acres with authorization to apply from the Landowner 
  2. Own and manage livestock at the location of the proposed project or lease land to a lessee who owns and manages livestock at the location of the proposed project.  
    • Livestock includes cattle, bison, sheep, swine, horses, mules, or goats. See Application Guidelines for full definition.
  3. Be in good standing with FIIP. 
  1. Must provide drinking water for stock outside of the irrigation season;  
  2. Be one (or more) of the following: 
    • Stock Use Addition to an Existing Well of Developed Spring 
    • Stock Well 
    • Developed Spring 
    • Stock Water Pit  
    • Stock Water Tank Served by Surface Water 
    • Stock Water Conveyance Structure 
Example Projects Include: 
  • Pipeline installation to supply stock water from an existing well 
  • Improvements to gravity flow system to be used for stock water  
  • New well for livestock with water dispensed from stock water tanks 
  • New stock water pit sourced from a non-perennial stream. 
  1. Proposed place of use on FIIP assessed acres owned or leased by the applicant. 
  2. Project must be on the Flathead Reservation outside of the Camas Division.
  • Approved applicants will be reimbursed up to $200,000 per project.  
  • To ensure reimbursement, projects must be completed within 24 months of grant contract signing (additional 12-month project extensions are available under certain circumstances). 
  •  All grantees will be required to submit quarterly project status reports

Application Review and Award Timeline

January 10, 2025  All applications must be submitted on Formstack by 5pm MST.
January 29, 2025  Eligibility review completed by DNRC and FIIP
February 3 - March 7, 2025  Scoring period by review panel
March 10, 2025  Recommended project list provided to CITT by DNRC
March 12, 2025  CITT vote on acceptance of recommended project list
March 13-21, 2025  Award notification by DNRC

  2. Next download the Application Worksheet and Attachment Checklist to prepare your answers before starting the application online.
  3. Fill out the application online, available here. No paper applications will be accepted. 
    • Tip: Applications can be saved as drafts and returned to later.  

Applications are due by 5:00 p.m. on January 10th, 2025.

  • Description of your proposed project 
  • Project budget and description of how you will use the grant funds 
  • Project schedule 
  • Map and photos of current conditions  
  • Map of proposed project 
  • Dates that you consulted with applicable experts, resources, and permitting authorities
